ELT Library Overview
The ELT Library (earlier known as the Resource Centre) was established in 2002 to meet the needs of ELTC’s academic staff. The official opening of the Resource Centre was on 23 June 2004 by The Honourable Tan Sri Abdul Rafie bin Mahat, Director General of Education, Malaysia.
It is a specialized library for ELT matters. It was awarded “Anugerah Khas Daya Utama Pembangunan Perpustakaan” by “Persatuan Pustakawan Malaysia / Access Dunia” on 06 April 2005.
The library was previously only open for research purposes. ELT Library is now offering external membership to all ELT practitioners from the Ministry of Education, Institutes of Teacher Education, State Education Departments, schools as well as public and private universities in Malaysia.

a. Services
i. Reference Service
The goal of ELT Library Reference service is to meet people's information needs. ELT Library Reference service includes finding out what information user need and using library resources to provide that information. Reference Services provides reference and research assistance to staff, course participant ,visitors and community users.Assistance is available at the ELT Library counter during office hours to guide library users.
ii. Lending Service
ELT Library provides lending services to registered members. Members are allowed to borrow according to their category of library membership.
Reservation
- Materials may be reserved unless they are required for ELTC courses.
- Members can request to reserve Library materials by email to library@eltc.edu.my or by submitting a reservation slip available at the Library Service Counter during the library’s opening hours.
- Members will be notified upon the return of the requested materials
- Reserved materials are kept at the counter for three (3) working days only.
Library Reminders & Notifications (are sent via email only)
- Due Date Reminder is sent within seven (7) days before due date.
- First Overdue Notification is served 14 days after due date.
- Final Overdue Notification is sent 28 days after due date.
- Lost Item Payment Advice is sent after the item is reported lost / damaged or deemed lost by ELT Library 21 days after Final Overdue Notification is sent out
iii. Repository Service
This collection is offered to the members of ELTC community for the management and dissemination of intellectual output created by ELTC staff. It is exclusively for Platinum members. The documents include proceedings, training modules and ELTC publications which are available upon request via the library service counter.
iv. Special Collection
It encompasses a vast array of materials both in English and Malay languages. The collection supports research by providing factual information and data from various government bodies in Malaysia. For more information about the scope of this collection, please contact our reference staff for assistance.
v. Inter Library Loan (SPP)
ILL is a service that enables ELTC staff to borrow materials or photocopy items from another library. This service is provided through Sistem Pembekalan Penerbitan (SPP) consortium under the National Library of Malaysia.
vi. Selective Dissemination of Information (SDI)
Selective Dissemination of Information assists users in keeping up-to-date current literature in particular subject areas. The purpose of SDI is to help users cope with information overload. The ELT Library provides selected literatures or titles pertaining to education in Malaysia and ELT in Malaysia. The sources of the literature are attained from the subscribed local newspapers.
vii. NEW Mini Library
The ELT Library has initiated a Mini library. This Mini Library consists of books loaned from the National Library with the aim to encourage the administration staff to expand their reading habit.
viii. NEW '' Desk to Desk'' service
In an effort to promote the use of books from the Library, the ELT library provides a special service known as “Desk to Desk” for all staff. This service is specially designed to heed the call for better access to the reading materials in our library as well as encouraging the culture of reading amongst civil servants in conjunction with the National Reading Decade of Malaysia 2020-2030. b. Facilities
i. Photocopy Service
- Photocopying is charged 0.10 sen per page.
- Laminating a document is charged RM1.00 per piece.
- A maximum of 10 pages per book or one (1) journal article is allowed for photocopying.
- All ELT Library membership card holders must observe the copyright regulations when making photocopies of library materials.
ii. Mini Theatre
- Reservation is made at least three (3) days before use.
- Reservation for ELTC staff can be made via SP2E whilst the reservation form is available for other patrons at the Library Service Counter.
- The Mini Theatre only can accommodate 3-8 users per session.
- Rules and Regulations :
a) Users are encouraged to use the Mini-Theatre for academic purpose only.
b) All users are requested to hand in their membership cards at the Service Counter. Cards will be returned upon leaving the Mini-Theatre.
c) Users are encouraged to place personal belongings in the lockers provided.
d) Users should only use media resources borrowed from library in the Mini-Theatre. In any event of non-library media resources are to be used,a request should first be made to the librarian.
e) The ELT Library will not be held responsible for any loss or damage of personal items
f) Users’ belonging that one left behind at the discussion room will be removed and placed at the service counter by the staff at 5 p.m.
g) Users are not allowed to bring in any library materials into the Mini-Theatre, the ELT Library reserves the right to remove library items found in the Mini-Theatre.
h) Users are encouraged to report any damaged of facilities immediately to the service counter.
i) User are not allowed to move the facilities placed in the Mini-Theatre.
j) Users will be held responsible for total cost incurred for repair/replacement in case of misuse of facilities in the Mini Theatre.
k) Food and drinks are not allowed in the Mini Theatre. Users should ensure that furniture are not moved in and out of the room.
l) Booking are not transferable between members. Users should contact the service counter (no. ext.: 9106) to change or cancel bookings.
m) Users should ensure that the lights, Air Conditioner, smart board, LCD projector, and plug points are turned- off after use.
iii. Discussion Room
- Reservation is made at least three (3) days before use.
- Reservation for ELTC staff can be made via SP2E whilst the reservation form is available for other patrons at the Library Service Counter.
- The discussion room only can accommodate 3-8 users per session.

h) Bookings are not transferable between members. Users should contact the service counter EXT: 9106 to change or cancel bookings.
i) Users should ensure the lights, air conditioner, smart board, LCD Projector and plug point are turned-off after use.

vi. Coin Return Locker
TERMS OF USE FOR LOCKERS
- The lockers in the entrance hall are for library users only and may only be occupied for the time spent in the ELT Library. The lockers may not be left occupied overnight, and keys may not be removed without occupying a locker. Please do not occupy more than one locker per person.
- Keys are available in self-service after deposit of the appropriate coin. Keys must be returned on the same day during library hours.
- Items left in the lockers overnight will be removed and may be collected at the circulation desk between the hours of 9:00am and 4:00pm. In this case, the key deposit will not be refunded. Any food items found in the lockers will be disposed of without prior notice. Any items found will be returned to the key holder without confirmation of ownership and with a discharging effect.
- You will be charged for the replacement cost of a lost key.
- Please contact the circulation desk in the event of technical problems with the lockers. Those responsible for causing damages through improper use will be charged for repairs or replacement.
- Money and valuables are left at the user's own risk. The storage of perishable, harmful and/or flammable substances is prohibited. It is also prohibited to store controlled substances and/or materials causing harmful emissions.
- The ELT Library is not liable for any items deposited in the lockers.
- The ELT Library reserves the right to open lockers at any time in the event of immanent or suspected danger.
- Use of the lockers implies the user's acknowledgement of these Terms of Use.
vii. OPAC Kiosk (Step-by-Step Guides)
Library OPAC…
- OPAC is an abbreviation for Online Public Access Catalog, or commonly known as Library Catalog. OPAC is an online database of materials held by a library available to the public, as most OPAC are web-based that is accessible even at home via internet.
- Users search a library catalog via OPAC principally to locate books and other material physically located at a library, as the materials are shelved by call number which is unique for each material. At ELT Library, library materials are classified according to Dewey Decimal Classification scheme or better known as DDC and shelved accordingly.
- Using OPAC is very easy, accurate and fast. The access points or search capabilities are by using keyword, subject, author or title to find the materials. It is easy to use since the users just need to enter access point in order to locate any materials in the library. 1. Membership and Circulation: Policies and Guidelines
- Library membership is offered to all ELT practitioners within the Ministry of Education Malaysia and ELT practitioners at private institutions.
- The Library membership application form is available at the Service Counter at the Library or received by email, library@eltc.edu.my upon request.

Library Membership
- The completed membership form should be returned with a passport size photo and a processing fee of RM1.00 to the ELT Library Service Counter during opening hours.
- Issuance of membership cards will take a minimum of one (1) working day. Members will be notified by email to collect their library cards.Members can subsequently utilize the various services and facilities provided by the library.
- Platinum Library Memberships are valid for one (1) year only from the date the card is issued. Renewal of membership is free. Members are advised to renew their membership at least one (1) month before it expires by completing a renewal form available at the Service Counter or by email.
- Membership cards are not transferable
2. Termination of Membership
Library Membership is terminated:
- Upon request by a member.
- Upon failure to renew membership 12 months from the renewal date.
- Upon staff resignation / retirement / relocation or by termination of employment.
- When fines are not paid for lost / damaged materials.
- When the ELT Library rules and regulations are not adhered to.
- When a member is inactive for 12 months from the last due date of the borrowed Library materials.

5. Interlibrary Loan (ILL)
- Inter Library Loan services are provided to Platinum Library members only through the Sistem Pembekalan Penerbitan (SPP) from the National Library of Malaysia.
6. Fines & Charges
- A charge of RM5.00 is applicable to replace a lost card. This card processing fee is non-refundable
- An overdue fine of 0.20 sen per working day per item is auto generated and charge.
- Lost or damaged items are replaced or paid twice the current cost of the materials and with a processing charge of RM50.00 per item.
- Library privileges are suspended until the due payment is made.
7. Privacy Statement
The ELT Library values the privacy of its library users. Information that is retained is required for the management of library operations only. The information is not used for other purposes or transmitted to other parties not involved in this service. To maintain the privacy of these records, ELT Library has put in place procedures to safeguard personal information.

BOOK REVIEW ACTIVITY
The Ministry of Education’s Annual Reading Campaign aims to encourage a reading culture and instil a love of learning amongst students through a variety of reading activities. One of these is the book review activity which will be conducted throughout the year 2021 in conjunction with the 2020-2030 Dekad Membaca Kebangsaan (DMK) campaign. Therefore, it is hoped that all ELTC staff will actively participate in this book review activity organised by the ELT Library.

''Jom Baca Bersama 10 Minit''
The ''Jom Baca Bersama 10 Minit'' reading programme is in conjunction with the National Decade of Reading or commonly known as Dekad Membaca Kebangsaan (DMK) aimed at developing a reading culture amongst Malaysians and achieving the status of a reading society by the year 2030.It is specifically aimed at incalculating a reading culture among civil servants.Hence, ELTC would like to extend this programme to all staff in conjunction with World Book and Copyright Day 2020.

Read With Me 2019
The Read With Me Activity was held in conjunction with the World Book and Copyright Day under the Highly Immersive Programme (HIP). The activity aimed to inculcate a reading culture amongst students and the community. This activity hosted 100 English language teachers from the districts of Sepang, Seremban and Putrajaya, a group of 50 teacher trainees from the Faculty of Education, UPM, teacher trainees from nearby IPGs as well as a group of students all the way from SMK Tunku Bainun, Ipoh, Perak. The participants were exposed to a variety of reading activities conducted by renowned reading experts namely Jamal Razlan, Datin Tutu Dutta, British Council, MYReaders, and Bluebricks. The purpose of these reading activities was to provide participants with hands-on experience on reading strategies feasible for their students as well as increase their motivation to read.
The objectives of the activity:
• To inculcate a reading culture among students, teachers and the community.
• To enhance teachers’ confidence in conducting English language reading activities for students.
• To explore a variety of reading activities that are motivating for students.
• To enhance community involvement in students’ language learning in schools.
Outreach Carnival 2018
In conjunction with the World Book and Copyright Day, ELTC welcomed almost 200 participants comprising preschool, lower primary and lower secondary students, English language teachers, teacher trainees and lecturers to the ELTC Outreach Carnival 2018. The theme of the carnival was “Performance Theatre in the English Language Classroom”.
The students and teachers were invited from schools in Seremban, Tampin, Jelebu and Jempol while the teacher trainees and lecturers were from the nearby Teacher Training Institutes. The two day carnival took place on 23 and 24 April 2018. The World Book and Copyright Day is a fabulous opportunity to get people excited about reading and hopefully inculcate the love for reading. The aim of the Carnival was to promote the use of the English language through various engaging, meaningful and purposeful activities for young children and pre-service teachers. This is to support the Ministry of Education’s efforts to strengthen oracy skills in English among Malaysian students. Participants were exposed to elements of theatre which goes beyond reading. An array of activities were designed based on the theme set for the different groups. These activities involved developing learners’ spoken English as well as skills in performance theatre which include simple acts of expressing emotions and movements.
The Let’s Read Together activity by 4 teachers from SK Desa Tasik, SJKC Chung Hwa (P), SJKC Naam Kheung and SJKC Kuen Cheng 1 promoted the love for reading through reading aloud and reader’s theatre. Preschoolers from SK Tunku Besar Tampin led everyone in a reading aloud presentation during the opening ceremony. This accentuates ELTC’s commitment and support towards the national level programme organised by the National Library - Let’s Read Together For 10 Minutes which aimed to inculcate the habit of reading via a 10-minute simultaneous reading commitment by all attendees. Overall, the Outreach Carnival 2018 was a rewarding learning experience for everyone involved in promoting the pleasure of reading and a lifelong love for books.
Outreach Carnival
The Outreach Carnival is organized by the English Language Teaching Centre (ELTC) in conjunction with the World Book and Copyright Day which is celebrated worldwide on 23 April every year.This carnival aims to celebrate the use of English Language through various enjoyable and educational activities with school children,teacher trainees and ELT practitioners in line with the Ministry of Education Malaysia's aspiration to strengthen the English Language.
Student will be exposed to and engaging in different English Language activities as a means of Learning English,while the accompanying teachers will experience conducting the activities together with the ELTC lecturers. Teacher trainees will experience how the teaching of phonics,language arts and higher order thinking skill can be incorporated into the language classrooms. ELT practitioners will participate in a workshop where they can apply their practical knowledge through writing for academic publications.
In meeting the ministry of education Malaysia's aspiration to strengthen the English Language, ELTC hopes that this carnival will be a fun learning experience for all.
